Consultant for the Legalisation Process of PLASED

Building Community Voices (BCV) is seeking a qualified consultant or consulting firm to support the legalisation process of the Platform for Socio-Economic Development (PLASED) under the CLESIDRA Project in Ratanakiri Province.

Building Community Voices (BCV) is a Cambodian NGO founded in 2007. BCV empowers local and Indigenous communities to access information, participate in governance, and strengthen their livelihoods through awareness-raising, community development, and advocacy initiatives.

BCV envisions a society in which all citizens exercise their rights to manage resources for equitable and sustainable development in Cambodia.

About the CLESIDRA Project

BCV is implementing the EU-funded project “Support to Civil Society Organizations and Human Rights & Democracy” (EuropeAid/175673/DD/ACT/KH), in partnership with FELCOS, ILS LEDA, and UPWD.

The CLESIDRA Action strengthens civil society participation and inclusion in socio-economic development and aims to establish:

  • Multi-stakeholder dialogue platforms
  • Participatory decision-making mechanisms
  • Strengthened CSO capacity
  • Value chain analysis in key sectors
  • A Comprehensive Service System to support local development

At the heart of this effort is the creation and legalisation of PLASED—an operational public-private platform enabling dialogue and collaboration for development in Ratanakiri Province.

Consultancy Objective

To provide legal expertise and support for the legal establishment and registration of PLASED in line with Cambodian law and institutional requirements.

Scope of Work

The selected consultant will:

  • Identify and analyse legal options for establishing PLASED under Cambodian legislation
  • Draft PLASED’s legal statute, reflecting requirements set by the PLASED Steering Committee
  • Lead and support the legal registration process, including submissions to relevant authorities
  • Coordinate closely with BCV and project partners (FELCOS, ILS LEDA, UPWD)

All services will be carried out under the supervision of BCV.

Duration

  • Expected consultancy period: 2 months
  • Start date upon contract signing
  • Extensions are possible based on mutual agreement and project needs

Remuneration

Applicants must submit:

  • Proposed timeline and deliverables
  • Budget including WHT 15% or VAT 10%
  • VAT Registration Number (VATIN), if applicable
