Consultancy for the Project Evaluation of the Farmers-Led Rice-Based Research and Media for Development.

Building Community Voices (BCV) is a Cambodian non-profit organization established in 2007. BCV works to amplify the voices of local and Indigenous communities by strengthening access to information, participation in governance, and sustainable livelihoods.


BCV supports community empowerment and development through farmer-led research, community organizing, media initiatives, and advocacy, with operations across Ratanakiri, Mondulkiri, Pursat, Kampot, Preah Sihanouk, Kampong Speu, and Kampong Chhnang provinces.

About the Project

The project “Farmers-Led Rice-Based Research and Media for Development” is supported by MISEREOR (Project No. 327-900-1231) and implemented from August 2023 to July 2026. It operates in Pursat, Kampong Chhnang, Kampong Speu, and Ratanakiri provinces.

The project aims to strengthen farmer-led rice research, improve food security and income generation, and build strong farmer networks through participatory approaches and community media.

Consultancy Objective

The objective of this consultancy is to conduct an external evaluation of the project to:

  • Assess relevance, coherence, effectiveness, efficiency, impact, and sustainability
  • Generate lessons learned and good practices
  • Provide evidence-based recommendations to inform future project planning and strategy development for BCV and MISEREOR

Scope of Work

The consultant/team will:

  • Review project documents and reports
  • Conduct field visits and stakeholder consultations
  • Apply qualitative and quantitative evaluation methods
  • Facilitate a kickoff workshop and a debriefing/validation workshop
  • Analyze findings using DAC evaluation criteria
  • Prepare and submit a comprehensive evaluation report (25–40 pages, excluding annexes)

Project Timeline

The consultancy is expected to be completed within three weeks, structured as follows:

  • Week 1 – Preparatory Phase
    Desk review, methodology development, tools preparation, and coordination
  • Week 2 – Field Work
    Data collection, interviews, focus group discussions, surveys, and site visits
  • Week 3 – Analysis & Reporting
    Data triangulation, validation workshop, drafting and submission of the final report

Remuneration

Applicants must propose their professional fee along with a detailed workplan.
Financial proposals must:

  • Include 15% Withholding Tax (WHT) or 10% VAT
  • Attach a valid VAT Identification Number (VATIN) where applicable

Diplomas and certificates are not required at this stage.
