Training of Trainers (ToT) on Agroecology, Community Seed Systems, and M&E

Building Community Voices (BCV) is a local non-profit organization established in 2007 to support community empowerment, indigenous peoples’ participation, sustainable agriculture, and community media initiatives across Cambodia. BCV works closely with local communities to strengthen livelihoods, food security, and sustainable development.

Under the project “Farmers-led Rice-Based Research and Media for Development,” supported by MISEREOR, BCV is implementing activities in Pursat, Kampong Chhnang, Kampong Speu, and Ratanakiri provinces.

To strengthen farmer-led agroecological approaches and community seed systems, BCV is seeking a qualified consultant or consulting firm to conduct a Training of Trainers (ToT) program on Agroecology, Community Seed Systems, Agribusiness Strategies, and Monitoring & Evaluation (M&E).

Consultancy Objectives

The selected consultant/firm will:

  • Deliver an 8–10-day ToT curriculum covering agroecology, seed systems (PGS), agribusiness strategies, and monitoring & evaluation.
  • Certify 22–25 master trainers, including model farmers and BCV field officers.
  • Establish a demonstration plot and prepare baseline M&E tools.
  • Develop Khmer-language training materials.
  • Provide post-training mentoring support.

Scope of Work

The consultant/firm will be responsible for:

  • Adapting and delivering ToT modules on adult learning, agroecology, PGS seed production, agribusiness, and M&E.
  • Preparing Khmer training manuals, facilitator guides, and participant handouts.
  • Setting up and facilitating demonstration plot sessions.
  • Conducting participant assessments and certification processes.
  • Coordinating with MAFF agronomy officers and local partners for technical validation.

Required Qualifications

The consultant or consulting firm should demonstrate:

  • Proven experience in agroecology, community seed systems, and participatory training.
  • Strong expertise in adult learning methodologies and facilitation.
  • Experience with M&E systems and digital data collection tools such as Kobo.
  • Ability to conduct training in Khmer and develop culturally appropriate materials.

The consulting team should include:

  • Lead Trainer
  • Seed Systems Specialist
  • M&E Specialist
  • Agribusiness Specialist

Deliverables

Expected deliverables include:

  • Inception report and training schedule
  • Detailed ToT curriculum and lesson plans
  • Khmer training materials and manuals
  • Attendance records and assessment reports
  • Demo plot verification report
  • Mentoring reports
  • Final training package and consultancy report

Duration

  • Mobilization: Mid-August 2026
  • Training Delivery: August–September 2026
  • Final Reporting: Within two weeks after completion of mentoring activities
