Title: | Monitoring & Evaluation (M&E) Consultant |
Purpose: | To provide Technical Assistance to the Building Community Voices (BCV)- Program Department with a Monitoring and Evaluation framework and system to track all inputs/updated data and information regarding the achievement of all BCV projects. |

Reporting to: | Executive Director of BCV and Program Manager for the outcomes of the development system and tool of M&E. |
Background: | BCV is a local NGO established in 2007 to share resources, ideas, skills, and technologies that would enable the views of the local communities and the indigenous community members to be heard through community media centers and local development initiatives in Cambodia. Recently, BCV works on 7 projects such as Local Rights Project (LRP), Strengthen Transparency and Accountability (STA), Civil Local Empowerment for Socially Inclusive Development in Ratanakiri (CLESIDRA), Community Empowerment for Land and Natural Resource Governance (CELAN), Phase III, Mangrove Forests, Climate, and Livelihoods Program (KP Mangrove Project), People Led Rice Research Project, and Environment-Friendly Agriculture to increase Farm Production Project (EFAIFP). Due to the lack of system/framework of M&E to track and monitor the achievement against its mission and indicators, BCV would like to hire one consultant to develop system/framework and to train and coach to focal staff in order to provide inputs/updates the information and data so that the organization would be able to produce reports with reliability and trust and accountability to donors. |
- Scope of Work and Deliverables:
- Develop and implement an M&E system that involves all the project’s data tracks on their indicators and achievement.
- Provide reports on M&E system progress by making sure the system being updated by all relevant project staff and it is linkable for all inputs and tracking sheet of data updates.
- Ensure data quality and reliability of the system that it can be analyzed and use in the reports format so that the data could be transparently read and analyzed into reports format.
- Duties and Responsibilities:
- Design M&E methods and performance metrics.
- Collect, analyze, and interpret data through desk review and meetings with focal staff for gathering information.
- Offer recommendations for improvement.
- Train and coach focal staff on how to use and update the data and relevant information in the system.
- Qualifications:
- Relevant degree and experience in M&E.
- Strong analytical and research skills.
- Excellent communication abilities.
- Strong facilitation training and coaching skills
