PROJECT OVERVIEW

The new project is developed based on the lessons learnt and recommendations from project evaluation in order to build on previous phase project, and it is also done through a participatory process with consultations with relevant stakeholders. This new project aims to empower communities by strengthening their capacity to claim their rights on land and other natural resources. It works to improve the effectiveness of service delivery by local authority/line-departments to community people on land and other natural resource management and community development. Through the project, BCV also facilitates the community to engage with other networks at sub-national/national level to raise their issues for solution. To achieve these expectations, BCV will work to increase the knowledge and make the tools available for skills and knowledge sharing in regard to rights and legal framework for advocacy. Support community to develop a Community Development and Advocacy plan that could integrated into VDP and CIP. Engage with local authorities at sub-national level throughout regular meetings, dialogues and public forums. Human rights-based approach is the core of the project design. The [new project] will directly benefit to 5,522 families in 36 villages in Teuk Phos district, Kampong Chhnang province. During the project implementation, BCV will ensure that everyone benefits equally from the project including community people, local authorities, and the private sector and not limit to gender, belief, disability, and ethnic affiliation. In order to strengthen the relationship with local authorities, this project designed to contribute to the VDP and CIP as much as possible. By improving and strengthening the capacity of both FPPs and community media volunteers, BCV strongly hopes that these people will become the useful resource persons and steer their own development in a peaceful way for generations to come. There will be 7 of full times staff including
Project Coordinator, Project Assistant, Admin & Finance Assistant, and 4 Community Facilitators recruited to ensure the implementation of the project to achieve the project goal. Three resource persons at BCV management level including Executive Director, Finance Coordinator and Admin HR Coordinator will be partly involved in the project to provide technical support like leadership, oversee the project, control the finances and coordinate the human resource. Three technical support
staff will provide skill training and coaching to the project staff and the community facilitators on legal frame-wok, facilitation, advocacy and media on part-time basis. BCV will ensure that the financial control for the project will fulfill the FFAG guideline of HEKS/EPER. BCV’s finance system is open for financial health check by HEKS’ finance staff. The monitoring plan is in place to make sure that the project is on-track. For evidence-base, the story of change/case study/case of good practice will be
document in form of print media and videos. For example, during the project phase 1, at least two story of change, 1 case of good practice, and two videos documentary were produced for sharing with other NGOs partners and to HEKS’s country office. However, the project may not achieve as plan if the political situation in Cambodia especially in the target areas become problem. A serious natural disaster can also cause project to delay or failure.
