Project Overview

While people living in rural areas – often with subsistence livelihoods – make up the majority of Cambodians, they are not regularly heard in public debates or local/national policy-making processes. This lack of democratic power is in part because community members may not know how to raise their voices, may not have the confidence to do so, or may believe it will not make a difference. In addition, many communities still have limited access to independent media and tools to express their views (most local television channels are associated with the ruling party). Finally, communities are often limited in what they can do by local authorities and police. Additionally, despite a moratorium on new ELCs, land disputes persist and thousands of Cambodians remain at risk of losing their land and livelihoods. Many companies disregard the mandate to conduct quality Environmental and Social Impact Assessments, surpass the legally defined limits, and use violence or threats to force communities to relinquish their land. With the lack of democratic space, communities don’t have the confidence or the ability to challenge these actions.
BCV’s project will work in Kampot province, specifically in Boeung Touk commune, Toueuk chou district and 3 communes (Trapeang Pleang, Taken, and Dekchou Akpewat) in Chouk district. In Boeung Touk, companies have taken sand from community land to use for export or land development, causing loss of natural resources. In addition, community members that work for the companies are often treated unfairly, leading to further financial and other issues. In Chouk, a company named First Bio-Tech Agriculture Cambodia Co., Ltd has cut forest, burned nearly 100 houses, destroyed around a thousand hectares of community agricultural land, and unlawfully demanded money from people. These communities are left feeling powerless as a result.

Purpose and Objectives of the Project :

BCV’s goal in this area is to strengthen the capacity of CSOs and marginalized communities affected by inappropriate development, land rights violations, and commercial exploitation to increase their access to and control over land. The objectives are :
 To strengthen technical capacity of CSOs, citizen journalists, and activists to monitor land tenure security
 To enhance the capacity of CSOs and communities to participate actively in solutions to land disputes
 To improve public access to information
 To enhance dialogue and cooperation between civil society, the government, and private sector actors

1.1 Provide training of trainer (ToT) skill and refresher to community members in Boeung Touk commune

As long as BCV will stop our service at Chhouk district, the ToT and cascade training on fisheries law will provide only to the community at Boeung Touk commune. This training will enable community to improve their capacity on critical thinking and analysist on the current trends of problem for advocacy. To do this, we will need 25 ToTs to help disseminate the knowledge on Fisheries Law to other community members in the villages. There will be 25 ToTs selected for training from Boeung Touk commune. There are, 25 community people will be participating in 1 time of 3 days ToT training in year 1 and 1 time of 2 days refresher ToT training in year 2.

1.2. Support community to conduct awareness (outreach/disseminate) on land rights

In order to transfer knowledge on legal framework to the community members The ToT in Boeung Touk will be conduct 12 times of 1 day awareness for 600 people. There will be 6 awareness for 300 people in year 1 and 6 awareness for 300 people in year 2. We support ToTs to conduct awareness to other community members in the villages because we expected to have everyone on board for a sustainable advocacy for community rights and protecting community land and other natural resource. We can also use outreach platform for information sharing among community and for community mobilizing.

1.3. Conduct training and refresher training for 15 community journalists (CJs) / Community committees in Boeung Touk ommune on Research and Documentation skill

According to BCV will stop our service at Chhouk district, there will be no more CJs training for community in Chhouk district. BCV will working with existing CJs and the members fishery communities in Boeung Touk to build their capacity on Research and Case Writing skill and form them to be an Action Research Team. The action research team will work to collection all information around conflict and documents them. The information will be use as a strong evidence-based for community to advocate with all those related stakeholders. There will be 3 times of 3 days serials training conduct for 15 community journalists in Boeung Touk commune in 2019.

1.4. Strengthening the capacity of community action research team to collect/document information for evident-based advocacy

Support action research team to research, monitor and collect/documents evident in regarding to community issues for evident-based advocacy.

2.1 Workshop to development of community advocacy and development plans for community safe-guard on community fisheries:

There will be only community development and advocacy plan developed for two fishery communities in Boeung Touk commune because BCV will stop our service in Chhouk district. According to this, BCV will conduct 2 days of 3 times of consultation workshops/meetings with 60 community people in two fishery communities in Boeung Touk to develop a community advocacy and development plan to advocate with the local authorities and the company to protect their land, forest, and fisheries site in 2019 (1 workshop with 30 community members in Kep Thmey village and 1 on workshop/meeting with 30 community members in Toteoung Tngai village and 1 meeting for finalize the common advocacy plan with all members from 60 community Kep Thmey and Toteoung Tngai). Based on Actor and Factor Analysis, BCV will help community to advocate with company and provincial governor by strengthening the relationship with the chief of Fisheries Administration who strongly support the community and he have somehow influence power to local authority at commune level. He also has connection with line-department at provincial, too. In the advocacy plan of the community, we will also work with commune chief to seek for opportunity to engage with company’s representative who can help to bring the community’s concern to the company’s owner. There are some potential local NGOs that could also help community to raise their concerned to the provincial governor who have influence power make decision for solution in case the issues cannot resolve at local level.

2.2 Organize follow-up meetings to strengthening community on advocacy and development plan

In order to help strengthening the capacity of the community committee to monitor their advocacy plan, BCV will conduct 2 days of 8 times follow-up meeting with key members of community committees in the two fishery communities in Boeung Touk (4 times in 2019, 4 times in 2020).

2.3 Facilitate dialogue between community and related stakeholder for dispute resolution processes sing evident-based advocacy methodology

The community fisheries in Boeung Touk had already got approval from MAFF on their map in March 2018. However, it was still no clear that their territory is secure as both community and the company not yet agreed on the sea-boundary which could make conflict in the future when the company start their project (see annex 2 of the map). According to this, through the project, BCV will facilitate 3 times of dialogue meeting between community and all related stakeholder including local authority and the company to have to agree on the issues of the community fisheries (Kep Thmey and Toteoung Tngai) for resolution in year 1 and 3 dialogues in year 2. At least, 10 community fisheries committee members, 5 local authority including Fisheries Administration officers, 1 company representative will be in the dialogue meeting.

2.4 Support community initiative to implement their advocacy and development plan

The community currently have a strong commitment and effort to challenge their issues but they just need some help. In order to help community to implement their advocacy plan, BCV will provide support community initiative to complete their advocacy plan. BCV will support Boeung Touk community fisheries (Kep Thmey and Toteoung Tngai) to implement their advocacy plan over 2 years.

3.1. Organize Public Forum for open space for community and other related stakeholder to improve public access to information on land and other natural resource issue, and economic infrastructure development

In the original plan, BCV was willing to support the community and CJs in Boeung Touk to establish the community radio station for information sharing and advocacy purpose. However, during the implementation so far, from 2016 until today, we have learn that this idea is hardly to archive with in the project period as the government was trying to limit the freedom of media since after the Commune Election in 2017 that some newspapers and radios were closed. However, based on the previous experiences of BCV on community radio, we still have chance to make it but not now. In order to help community to improve their access to public information on land and other natural resource issues, and economic infrastructure development BCV will organize a public forum where community and other related stakeholders including local authorities, line-department officials, and private sectors could share concerned and common understanding on land and other natural resource issues, and economic infrastructure development within the community area that could affected to the live of the community. There will be 1 public forum in 2019 and 1 public forum in 2020.

3.2 Facilitate community exchange visits (Boeung Touk commune)

As long as BCV will stop our service in Chhouk district, this budget will be use to organize another exchange visit for community fisheries in Boeung Touk to learn from other community who are strong advocacy and lead development in other province, instead. For example, there are Chroy Svay and Peam Krosaom fishery communities that has more experience on organizing Fisheries Association, resource mobilizing and advocacy. There will be1 exchange visit for 15 community members including some CJs to participated in the trip in year 1 and 1 exchange in year 2.

3.3 Conduct quarterly field monitoring in Boeung Touk commune

BCV Management team will conduct quarterly meeting with community in Boeung Touk in order to ensure the implementation of the project in an effective, assess impact, learn project challenges, and find lessons learned. The field monitoring will be tailored to the needs of the management group, developing their confidence in all areas. There will be 15 people meet for half day for each village. 4 times of visit for 2 villages will be conduct every year for 2 years.

3.4. Conduct awareness-raising sessions to promote community radio in other villages (Boeng Touk)

As long as there is no community radio will be setup during this project period so we don’t need to conduct awareness session to promote the community radio in other villages.

3.5. Conduct follow-up coaching/mentoring to Action Research Team and Community outreach (Boeng Touk)

According to BCV will stop our service in Chhouk district, this budget will be use for conduct the follow-up coaching/mentoring the community action research team and the ToT in Boeung Touk commune only. There will be 2 day s of 4 follow-up coaching/mentoring for 2 years (2 times in 2019 and 2 times in year 2020).

3.6 Support Project Staff to join Monthly Meeting at National Level

BCV will have regular monthly meeting at BCV head office to allow staff from all project to report and prepare budget for the following month. We don’t have this activity in the original budget because at that time our project staff have support from EUL Project but this project will be end by January 2019, too. According to this incident, BCV would like to propose for support from CCSS Project for 2 years.

4.1. Organize orientation meetings and select Community Media Committee in preparation for National Community Media Forum

This activities design for mobilize people to advocate using art-performance. BCV have 6 years of experiences in conduct this kind of event from 2008 until 2013. But, based on the current political situation, this kind of event will not easy to conduct as the local authorities always restrict the activity that conduct in the public due to partisan issues. According to this BCV would like to drop this activity.

4.2. Quarterly Meetings to follow-up on National Community Media Forum Preparation

This activities design for mobilize people to advocate using art-performance. BCV have 6 years of experiences in conduct this kind of event from 2008 until 2013. But, based on the current political situation, this kind of event will not easy to conduct as the local authorities always restrict the activity that conduct in the public due to partisan issues. According to this BCV would like to drop this activity.

4.3. Host Community public forums at commune level in Boeung Touk

By learning from the experience in other project implementation, the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries, and Forests (VGGT) is very new to everyone including government officials at all level. There is a chance for community to demonstrate their rights of freedom of expression and to promote democracy by raise their issues to related duty barriers including government officials and private sectors through Awareness Workshop and Public Forum. According to this, BCV would like to change the purpose of this budget line to conduct 1 awareness workshop / public forums at provincial level and/or at Boeung Touk commune where we have guest speakers from national level who are well known about VGGT that could share this knowledge to everyone in the workshop/forum. (1 workshop/forum in year 1 and 1 workshop/forum in year 2).

4.4. Conduct Annual Project Reflection Workshop

In order to improve the quality of the project implementation, BCV will conduct annual project reflection workshop with community representative from all target villages to review the result of the project during implementation year for feedback and comment to improve for next year planning. There will be about 60 key people participated in a 2day workshop for every year
