The Consultant agrees to hold the prices in its offer firm for 66 days from the date specified for the receipt of offers until February 14, 2023, unless another time is specified in the addendum of the RFP.

Project Overview:

Change in civil society operation and local governance happens in complex and unpredictable ways, and it is important that Innovations for Social Accountability in Cambodia (ISAC) operate in a flexible and adaptive manner that will provide regular information on the external context, political economic conditions, and progress towards outcomes. ISAC will use flexible, complexity-aware monitoring (C-AM) approach and complexity-aware planning cycle to improve its ability to measure and respond to unexpected changes in context.

The complexity-aware monitoring (C-AM) cycle is meant to provide the team with actionable information to inform adaptive management of all aspects of the Cambodia Innovations for Social Accountability in Cambodia (ISAC) activity. To this end, ISAC will conduct this additional assessment round to better understand how the operating environment for civil society in urban areas of Cambodia impacts organizations and media’s ability to perform social accountability work.

This implementation constitutes the third assessment and will cover the period of April 2022 to September 2022 for a total of six months.

The purpose of the C-AM Assessment is to assess the recent developments and current trends in civil society and the media sectors which allow the ISAC to adapt programming as a result of new development on the ground including topics such as legal environment, capacity building, outreach, and public image of civil society and media sectors.

Scope of Work:

  • Assist in the identification of key stakeholders (CSOs and Media outlets) for interviews.
  • Assist in the scheduling of meetings with key stakeholders (CSOs and Media outlets).
  • Provide feedback on the literature review/validation of findings on the literature review.
  • Participate in data collection and research ethics training.
  • Conduct data collection activities, including interviewing key informants, taking notes during interviews/meetings from the field, and translating from local dialects into English.
  • Producing daily briefs with the larger enumerator team; and
  • Do data entry for all Complexity Aware Monitoring Tools into the data collection tool
  • Participating in data cleaning and preliminary data analysis.
  • Assist in reviewing, providing input, and validate on the drafting of the C-AM report.

Expected Outputs:

  • Identified gaps and strengths in recent developments and current trends of civil society and the media sectors related to the legal environment, capacity building, outreach, and public image
  • Completed field Complexity Monitoring Tools in Khmer and English
  • Field review team report, and
  • Data/information collected has been entered into the data collection tool

Location of Work

Consultant may be required to travel in Phnom Penh or provinces as required by the project. Per diem and accommodation will be provided by FHI 360 for trip to provinces.

Qualification: The following skills and experience are required for this position

  • Tertiary social science qualification.
  • Experience in qualitative research methods (interviews, focus group discussions, etc.);
  • Demonstrated experience completing political economy analyses for international organizations or research institutions.
  • Experience integrating views of different stakeholders at multiple levels to inform policy and programming decisions and activities;
  • Subject matter knowledge of public finance management, citizen participation, local governance, and decentralization processes at the national and local levels;
  • Strong oral communication skills in Khmer.
  • Excellent oral and written communication skills in English.
  • Ability to travel throughout Cambodia in November and December.
